According to Scheme[2]
[1.1] Thus have I heard:
The Exalted One was once staying near Sāvatthī
at the Jeta Grove in Anāthapiṇḍika's Park.
And there the Exalted One addressed the brethren, saying:
"Brethren!"
"Master!" responded those brethren.
The Exalted One said:
Suppaṇṇas. 'Harpies.' OED: 'Snatchers' In Homer used to personify whirlwinds or hurricanes, in Hesiod said to be sisters of Aello and Iris, in later mythology represented as hideous winged monsters. A fabulous monster, rapacious and filthy, having a woman's face and body and a bird's wings and claws, and supposed to act as a minister of divine vengance.

What four?
The egg-born,

They Carry Off
[2.1] Thus have I heard:

Then, brethren, the egg-born harpies
carry off the egg-born harpies,
but not the womb-born harpies,
the sweat-born harpies
nor the harpies born without parents.
Then, brethren, the womb-born harpies
carry off the egg-born
and the womb-born harpies,
but not the sweat-born harpies
nor the nagas born without parents.
Then, brethren, the sweat-born harpies

These, brethren, are the four sorts of birth as harpies."

why a certain one,
when body breaks up after death
is reborn in the company of the harpies born without parents."
Sutta 46
Padīpeyyadāyaka Opapātika Suttaṃ
The Born without Parents Lamps and Oil Giver
[46.1] Thus have I heard:
The Exalted One was once staying near Sāvatthī
at the Jeta Grove in Anāthapiṇḍika's Park.
Then a certain brother came to the Exalted One,
and saluting him
sat down at one side.
So seated
that brother thus addressed the Exalted One:
"What is the reason, lord,
what is the cause
why a certain one,
when body breaks up after death
is reborn in the company of the harpies born without parents?"
"Herein, brother, a certain one is
a double-dealer in act,
a double-dealer in word
a double-dealer in thought.
Such a one gives an offering of lamps and oil.
He hears it said:
'The harpies born without parents are long-lived,
fair to see
and have much happiness.'
Then he thinks:
'0 that when body breaks up after death
I might be born in the company
of the harpies born without parents!'
When body breaks up after death
he is born in the company
of the harpies born without parents.
This is the reason, brother,
this is the cause
why a certain one,
when body breaks up after death
is reborn in the company of the harpies born without parents."
[1] Supaṇṇā, 'fairwiāg,' a mythical bird, Garuḷa, or Garuḍa, the roc or harpy, which makes war on snakes or nāgas. Cf. S. i, 148: K.S., 185. Cf. D. ii, 259: Dialog. ii, 289:
'They who, twice-born, winged and keen
Of sight, the heavenly harpies, who
With violence prey on Nāga chiefs:
"Gaudy" and "Well-winged" are their names.'
[2] For title see supra, Bk. viii, I.
[3] Dvaya-kārī. Comy., 'Kusalākusala-kārī' It is noticeable that 'double-dealors' aspire to be reborn as nāgas and harpies; but further on they are omitted. Only the honest can aspire to rebirth among the Gandharva devas.
